JALLOUD, Abdel Salam

Libyan politician born sometime between 1940 and 1944 in a nomad tribe of Fezzan. He became a friend of Muammar Khaddafi* during his school days at the preparatory school of Sebha. They both entered the military academy of Benghazi where they formed the hard core of the « free officers » who staged a military coup in September 1969.

Since then Major Jalloud has remained second-in-command in spite of disagreements with Kaddafi about his repeated attempts to make unions with other Arab countries. He has been (sometimes simultaneously) Interior Minister, Deputy Prime Minister, Minister of Economy, Minister of Finance, and Deputy Secretary General of the General People’s Congress. Like Khaddafi he has had no official government post since 1979 but remains the de facto second-in-command of the Great Socialist People’s Libyan Arab Jamahiriya.
